Bailey Hilliard, MSW

Bailey Hilliard, MSW is the Inmate Programs Manager at the Chesterfield County Jail (CCJ). She is from a law enforcement family in Columbus, Ohio. She has her master’s degree in Social Work from The Ohio State University. While in Columbus, she worked with a re-entry program for women with co-occurring mental health and substance use disorders.
In 2020 Bailey came on board with the Chesterfield County Sheriff’s Office where she now oversees operation of the Helping Addicts Recover Progressively (HARP) Program and all other rehabilitative programming within CCJ. Capitalizing on a professional background in substance use programming, mental health programming and re-entry services, Bailey is responsible for the monitoring, growth, and development of programming at CCJ. In 2021 Bailey helped to start the SMART Program for individuals on Medications for Opioid Use Disorder. As well as the NACO and VACO award winning program development for the Rapid Engagement Community Outreach Navigators (RECON) Team.
Bailey has also started a partnership with VCU’s medical school to educate medical students on human trafficking and substance use. She facilitates a yearly program where medical students and female HARP participants learn about general health and trauma informed care.
All of the work Bailey does is to help return happy, healthy, and productive members of society back to their homes. In her free time Bailey volunteers with ImPact Virginia, a local non-profit geared towards fighting human trafficking. Additionally, she spends time with her husband and friends (usually traveling or cheering on the Buckeyes).
